Which version of CVSNT are you using?  2.0.58d (the current 'stable' 
release) has some issues under Linux with the ACLs support, specifically 
the XML permissions file, that could be related.

I'm also using cvsspam with my setup, but not the unicode features 
(AFAIK anyway).
