There's a control panel applet for the Win32 version of CVSNT that will 
allow you to create the repository--you should use that.  There's the 
physical directory setup stuff that's created by CVS INIT, but there's 
also a registry entry to do.  The CVSNT control panel applet takes care 
of both of those for you.

If you're using a *nix version then you need to edit the 
/etc/cvsnt/PServer file to point to the new location and run the CVS 
init locally as separate operations (doesn't matter which you do first).
