I see no sane reason why registering a typelib would require a reboot.
Sounds like an innosetup bug.  I might be able to get around it by
calling regsvr32 directly.

It's needed for sserver and gserver, too.   Eventually the reboot due
to that won't be an issue as it'll be an unchanging dll anyway.
