I've decided to go with WinCVS & Python for this one.  We've been using
Tortoise for all of the day to day CVS commands, but I can see the benefit
of having something more advanced setup for these sorts of problems.  Plus
Python will already be installed if I have to do any scripting on the
machines later.

By the way.  CVSNT is the first Open Source Software we've implemented in a
completely MS shop.  So far everyone is beginning a sizeable productivity
advantage over VSS.  I'll let them know that the support is much better too.
