[cvsnt] CVSROOT rebuild fails on CVSNT 2.0.28/2.0.29

Hello!

I just updated a server running Windows 2000 Server from CVSNT 2.0.24
to 2.0.29. After this update it wasn't possible to perform checkins
to CVSROOT. I always get the message "001 FAIL Lock not within
repository". A test installation on an XP Prof. computer shows the
same behaviour.  cvs init also doesn't work. After a downfrage to
2.0.26 everything works fine.
