[cvsnt] Setting the CVSNT Service to run in high proitry?

Is CVSNT competing with anything else for CPU?  If not, this will do you
no good.  Even if it is, setting CVSNT to high priority will starve the
other task(s) of CPU; is this what you want?  What are the other tasks
that are competing for CPU?
