Technically, yes, but it doesn't really cater for the situation where
there are already multuple 1.1.1 tags from previous imports.

The primary source of breakage - giving an existing tag a new branch
ID - is catered for in a way that seems to be able to keep everyone
happy...  it's still impossible to accidentally wipe your working
branch but still possible to use the same vendor tags.
