NT doesn't have a such things as an executable bit.  If you edit a
file on NT and commit it it'll lose its executable status, however if
you avoid editing the files on Windows it will (usually) keep it.

The cvshome.org server did not store the executable status in the RCS
file, so a repository ported from there will not be able to store this
bit.
