[cvsnt] sserver crashes on NT4

Yes, my server still runs NT4.

I just upgraded my (~ 3 yr. old) very trusty cvsnt install, to the latest
"stable" build (2.0.14, I think it is).  Well logging into to it using
:sserver: from a command line and tortoise semi-simultaneously brought cvsnt
to a screeching halt.  It could not write a dump file.  (Dr. Watson may have
if that's a help.)

I can do this pretty much at will -- in short, I can't use :sserver: with my
machine (yes, SP6 is installed).
