[cvsnt] non-Adminstrators get 'Permission denied' error on loginfo script.

Win2003 will not allow ordinary users to execute scripts.  You have to 
explicitly give them permission (not 100% sure of the details, but 
they'd need at least permission to execute cmd.exe, plus whatever reads 
the .vbs files).
