No. I'm using the latest version of TCVS here (1.6.1) and the 
possibility to configure your CVS has been removed. It was possible for 
a short period of time (sometimes in the 1.5.x rc I think), but has been 
removed, because a newer version of CVS could likely change the output 
(what would break TortoiseCVS).
