[cvsnt] commit problem persists in 2.0.21

The earlier reported commit problem isn't solved by 2.0.21.
Here is the output I get

cvs commit -m "no message" bootparam.h (in directory
D:CvsServerTest\Liberte\Project\lib_in\header\BSP_Interface\)
Checking in bootparam.h;
/PrePressKie/Projects/Liberte/lib_in/header/BSP_Interface/bootparam.h,v 
<--  bootparam.h
new revision: 1.1.2.1; previous revision: 1.1

After that the process hangs. In the repository there is a file
",bootparam.h,". In the task manager I can see a cvs.exe process.
After killing this process I'm able to delete the file ",bootparam.h,".

But the revision 1.1.2.1 wasn't created.
