Works for me...

 From the RCS file it doesn't look like you did the final commit (they 
both have a HEAD revision of 1.2).

I did:

copy bmaxx30.vjp x
cvs update -ku bmaxx30.vjp
cvs admin -ku bmaxx30.vjp
move x bmaxx30.vjp
cvs commit -f -m "Convert to unicode" bmaxx30.vjp

This produces a unicode revision 1.3, which behaves normally.
