...because it makes no sense, and back in the mists of time (pre CVSNT) 
it was decided that it was such a bad idea it should be disabled.

Except immediately after an import, there's almost no situation where 
all the files have the same revision number anyway, so you wouldn't get 
a sane collection of files - plus with no CVS/ directories you couldn't 
even rectify the situation.
