[cvsnt] Watched files - read only?

The files only get set to read-only when doing a checkout, not when 
doing a normal update, and not when setting the watch.

I.e. if you set "watch on", then on the *next* checkout the file will be 
read-only.

A workaround is to delete the file(s) in your sandbox, then do an update.
