[cvsnt] Access to the lock server

I got the following error when I'm trying to check out a module from
CVSNT:

 cvs server: Error connecting to host localhost: No such host is known.


Searching the cvsnt archive shows that a few other people have
experienced the same problem. Like those people, I believe my network is
properly configured to resolve "localhost" to "127.0.0.1"

I eventually fixed the problem by using the CVSNT service control panel
program to change the lock server address from "localhost" to "127.0.0.1"

To prevent a problem like this from happening in the future for other
people, I'd humbly suggest that the default for this entry be changed
from "localhost" to "127.0.0.1"
