Oh boy, it simply couldn't just work, could it? ;)
My guess is that this is another NT-issue. On W2K and later it's 
definitely not necessary to stop the old service first and it's usually 
also properly started again after the installation as well. TBH, I have 
no idea how to reset that "marked for deletion" flag... maybe reboot and 
then run the 2.0.48 installer again?
BTW: Did you know NT4 is now officially no longer supported by Microsoft 
as of a few days ago? Time to move on? ;)
Tony, do you still test on NT4 on a regular basis?
