I've heard others say this but have been unable to reproduce this
behaviour... it certainly doesn't do this when listing the cvsnt
repository for example.

Listing removed files doesn't make a lot of sense on its own.  You can
list files that existed on a certain date, then compare with today and
get a list of things that have been removed since a certain date.
