I now had at least one success: I deleted the old repository entry and 
created it anew, leaving the proposed repository name 
(/LocalRepos/testroot) in place and then doing:
cvs -d:sspi:localhost:/LocalRepos/testroot ver

This worked. However, editing the repository name back to just /testroot 
and rerunning the same test again produced the same error as I initially 
reported.

Does this maybe tell you anything?
