[cvsnt] notification - how to get the information?

CVSMailer can be set to write the meassage to file instead of sending it out to the SMTP server...
[setup]

Hello,

we have CVSNT running on a Windows-XP-machine and want to use
the notification mechanism - so I came across CVSMailer.

Unfortunately we can not use CVSMailer because we do not have a SMTP
Server.

So  I'd like to know:
In the CVSMailer documentation I saw sample e-mails. How is it
possible to get this information? Module/File, Trigger by,
Notification Type, Date of Watch?
Is there an interface-documentation? Or do we have to read the cvs source
code?

Or is there an out-of-the-box solution to our problem (it does not at
all have to be sophisticated!)?

I think it would be just as well in our situation if a file with the
desired information was written instead of sending an e-mail.
