It's possible it had a CVSROOT from somewhere... cvs -t will tell you probably.

eg. outside a sandbox:

C:\>cvs info cvsignore
. .. core RCSLOG tags TAGS RCS SCCS .make.state .nse_depinfo #* .#* cvslog.*
,* CVS CVS.adm .del-* *.a *.olb *.o *.obj *.so *.Z *~ *.old *.elc *.ln *.bak
*.BAK *.orig *.rej *.exe *.dll *.pdb *.lib *.exp _$* *$

inside a sandbox:

D:\t>cvs info cvsignore
. .. core RCSLOG tags TAGS RCS SCCS .make.state .nse_depinfo #* .#* cvslog.*
,* CVS CVS.adm .del-* *.a *.olb *.o *.obj *.so *.Z *~ *.old *.elc *.ln *.bak
*.BAK *.orig *.rej *.exe *.dll *.pdb *.lib *.exp _$* *$ . .. core RCSLOG tags
TAGS RCS SCCS .make.state .nse_depinfo #* .#* cvslog.* ,* CVS CVS.adm .del-*
*.a *.olb *.o *.obj *.so *.Z *~ *.old *.elc *.ln *.bak *.BAK *.orig *.rej
*.exe *.dll *.pdb *.lib *.exp _$* *$
