You could create a file called "admin" (without the quotes of course) 
inside the CVSROOT of your repository and add your username to it (case 
sensitive!). This is one of the few occasions where direct access to the 
repository is admissible. You definitely shouldn't create/edit this file 
in the usual way (i.e. checkout CVSROOT, create/edit, commit) as that 
way, anyone would be able to add him/herself to the admin file.

IIRC there's also an alternative by setting up a special cvsadmin group 
for this but don't ask me about it...
