You can not do this - date is always stored in UTC time in the archive
files to support developers working in multiple time zones against the
same central server.

If using newer CVSNT versions you can get date information localized
using the -T option to logging commands.  I do not think this will not
affect $Date: $ keyword expansion in the file though.
