[cvsnt] postcommit running cvs but not picking up thelatestchanges?

Can anyone suggest a way around this problem if it can't be addressed
directly?  Is there a way to do a delayed execution of the post-commit, like
in post-commit I can tell windows to run something else in 15 seconds?  I
don't want to schedule a process to run update on schedule if I don't have
to.
