Ahh a typo on my last reply:

Try
$ cvs -t -d :pserver:localhost version

Not sure.  I've never seen .sl files before...  The .la files should
be text files that have information about the library.

It probably needs an HPUX expert, as I know little about  that
platform... it's possible something needs doing specially for it.
