If you're running a recent version of CVSNT then MSVCR71 will
already be on your system.  It's also in sysfiles.zip.

Normally the exe would be shipped with a release of CVSNT but thought
it might help as it's able to tell if things like Nod32 are sitting on
the TCPIP layer...  It's still a work in progress though.
