The account doesn't have enough rights to impersonate.

This is probably why - only LocalSystem has all the correct rights by default.  You need
to grant seTcbPrivilege and possibly seImpersonationPrivilege to the account (if using NT4 or an
older CVSNT also seCreateTokenPrivilege.  (
