It seems that you have somehow imported your file under CVSROOT that is a
special folder used for CVS *administrative* files. Make sure to specify a
module name other than CVSROOT.

E.g.
cvs import -m "message" CN-www avendor arelease


I am not 100% sure that this is the problem, but you should end up with
these folders next to each other
E:\CVS\CN-www
E:\CVS\CVSROOT
