Yes, it pulls from the server repository and updates your sandbox.

"cvs ci" (or cvs checkin) will start the commit process.

Bo & Flavio are right--this isn't the same as CVSup.  It sounds like 
this might still be the way you want to use it though.  Hope this helps.
