Sounds like this is a SourceForge problem, not a CVSNT one.  Check their 
docs.

 From my own knowledge it sounds like your SourceForge user account 
isn't a memeber of the project team (or perhaps just not enables for CVS 
access) and therefore can't access the dev CVS with that account.
