[cvsnt] Binary files across branches?

Greetings,

If I have a binary file being edited on the trunk, I am unable to commit
anything on a branch until the binary file on the trunk is either
committed or unedited. (BTW I have cvs watch on for the module)

Is this normal?  

I know there are limitations on how CVSNT handles binary files, and they
cannot be merged. I assumed a binary file was _copied_ from one revision
to the next, Does this also hold true from trunk to branch?
