What happens if you do:
ALL C:\Programs\cvsnt\CVSMailer\CVSMailer.exe -l$CVSPID $USER $CVSROOT
%{sVv}

Is there ever a logfile created in C:\Programs\cvsnt\CVSMailer\log??
If not then CVSNT is not even finding CVSMailer...
Did you install CVSMailer to that path?
