[cvsnt] no idea why lock port is causing trouble

so, I lied, sspi login is working fine if lock port is
different from the server port, however getting
the following error when the lock port is different
and we're trying to do anything with the repository.

"cvs server: connect to (srv2.lifelearn.local):3622
failed: No connection could be made because the
target machine actively refused it. "

This makes no sense to me as this is the
lock server port set in the server.
