[cvsnt] Re: cvs server: user '' is not a valid editor of the file ''

We are using CVSNT 2.0.41a, windows2K, TortoiseCVS(1.6.14), and
WinCVS(1.3.17.beta 2) and was testing reserved edits last week. This week we
are doing some other tests and one user can save/commit and the other gets
the above message when trying to commit in TortoiseCVS. Is this message only
related to reserved edits? 
 
It is understandable if the reserved edit stayed "on" on one repository, but
also seems to affect another newer one created this week. Is this user
setting specific?  BTW, the 2nd user could add files but not modify/commit
them.
