Ok, Jerzy sent me back here. He suggested using -w which didn't help and 
he replied:

"... WinCvs doesn't touch or modify the files - it's always cvsnt binary
that works on your files. When given -w option files should be made
writable and it looks like there is a bug (or feature) in cvsnt."
