It is intentional to NOT have admin included as a file under revision 
control because to enable it would cause an secuity hole.  It is quite 
possible to secure your installation to aviod that, but I think it has 
been left purposfully excluded to prevent people from accidentally 
compromising their machines.

That's what I remember from reading the docs anyway.  Google for the 
specifics.
