There is a bug in the wrappers (or more specifically iconv) handling.

My proglet - checkcvswrappers - had incorrectly identified a binary file as
UTF16-BE... when doing a subsequent import, when cvsnt gets to process the
mal-wrapped file (-k{utf16be}), it bombs with:

cvs [import aborted]: writing to server socket: error -1

If the binary file is correctly wrapped with -kb, all works as expected.

I guess somewhere the iconv routings are chocking and this condition isn't
being handled too well.

I've tried a few old versions, and I have the feeling this bug has been
lurking for some time
