Yes, but it does not appear to be checked out on that branch but rather
on a specific non-branch tag, isn't it?

I guess it uses the same syntax as the ./CVS/Tag sandbox file, i.e.:

N = sticky Non-branch tag
T = branch Tag
D = sticky Date
