What is the specs of the server?
- Operating system
- Disk size
- CPU speed
- Amount of memory (physical and free)
- Antivirus programs on server

Details of the imported files set?
- Number of files
- Size if individual files (largest, smallest)

Command details?
- Command used when performing the import
- Protocol used
- Feedback to client command window
etc

CVS is very RAM intensive and if you have too little RAM you will see
orders of manitude reduction in speed when Windows start swapping to
disk.
Likewise Antivirus on-access scanning of the server can nearly kill
its performance.
