I don't know for sure what you want to accomplish, but in my control
applet (same version as yours) it works OK.
Please note that the checkboxes are set for each of the two selections
in the combobox and you can have different settings for each.

But why do you want to change anything here? These settings are only
there in order to make the *server* fool some old cvs clients so that
they do not switch off immediately. What it does is that it
effectively tells the client that it is connecting to an older type of
server.
You don't want any of that if you are running CVSNT clients only
against your server....
