[cvsnt] chacl does not work

I just posted something regarding this.  I had the same flawed assumption.

You have to use
cvs chacl -a read,nowrite,notag,nocreate,nocontrol -u 278144 -r b1 .

I don't think you need the -R

PS
Are your users really numbers????
