[cvsnt] problem creating CVSROOT/Passwd file

The way to create a cvs user with pserver is to use the cvs passwd command.
You can look up the command line switches for this in the reference for cvsnt.

I utilize pserver as authentication on a Linux server (O.S. Fedora3).
I have created a new repository with this command:
          
         cvs -d  :local:/path/to/new/repository init

than from the CVSROOT  dir I added the text files:

"admin" 
admin

and 

"passwd"
admin::cvs

I login successfully as admin but I don't be able create new user; I mistake something?
This is the right procedure for create the "admin" and "passwd" file in the CVSROOT of my repository?
Somebody can help me?
