We are using viewcvs to expose our repository on the intranet.

When we upgraded to 2.0.58d from 2.0.51d viewcvs quit working.
  "c:\Progra~1\cvsnt\cvs.exe" "rcsfile" "rcsdiff" "-u" "-w" "-kk" "-r1.6"
"-r1.7" "E:\cvsrepo\g451f\dlb\src\itec\selene\ReleaseManager.java,v"

  cvs rcsfile: cannot create socket: The requested service provider could
not be loaded or initialized. 
  cvs [rcsfile aborted]: Couldn't connect to lock server

viewcvs runs as the Local System account under Tomcat.  Executing the
commands by hand works.  Any idea what resources might be missing or
incorrectly configured to cause cvsnt to not find the lockserver?
