It doesn't have any dependencies other than cvsapi and if that didn't 
load you wouldn't be able to run the server at all.

My gut feeling is it's still permissions - by the time the system reads 
the triggers it's running as the local user.

Try setting the server Run As User to your username, then trying a 
couple of cvs operations.
