MSI is wierd.  It's supposed overwrite some files, ignore others and 
downgrade others depending on the state of its internal database. 
Unfortunately the documentation is so cryptic I haven't been able to 
work out what circumstances it does this... I've managed to make it 
ignore a file (it refused to upgrade/downgrade a DLL because its 
timestamp had changed, and I had to physically delete it to make it 
install a new one).  AFAIK there's no flag to always overwrite.. it just 
does it anyway.
