[cvsnt] error > Failed to bind listening socket. Why?

Dear all,

I'll see a lot of lock service(fish) icons at the notification area/ 
start-up bar (WinXP) after I set the ACL.
And in the Event Viewer, I have lotsa error messages on CVSNT as follow:
Failed to bind listening socket: Only one usage of each socket address 
(protocol/network address/port) is normally permitted.


Is this normal? how can i solve this error?
