[cvsnt] email trigger on build 2040 repeats first filename rather than enumerating all

Using latest build (cvsnt-2.5.02.2040.msi), suggested email template 
from the help file, and enabling commit_email to use that template, the 
commit email has the correct number of lines but not content. 
Specifically, if files a, b, and c are committed, the commit email has 
lines for three committed files but all mention file a, rather than one 
each for a, b, and c. The same happens for directories: every mention of 
directory is for the first one touched.
