[cvsnt] remote logins returning "no such repository"

Server:         Red Hat Enterprise Linux
        CVSNT 2.0.58d
        Repository name: /usr/local/cvs/infrastructure

Clients:        Win XP Pro
        WinCVS 2.0.2.3
        TortoiseCVS 1.8.13

Running the cvs login command returns "no such repository" error message:

cvs -d :pserver:<username>@<cvsnt_server>:/usr/local/cvs/infrastructure 
login 
Logging in to :pserver:s183074 at cogcafp1:2401:/usr/local/cvs/infrastructure
<prompts for password> <I enter my login password for machine>
cvs.exe [login aborted]: /usr/local/cvs/infrastructure: no such repository

TortoiseCVS returns the same error.  The /usr/local/cvs/infrastructure 
repository does exist and has a CVSROOT folder under it.  I can 
successfully do a cvs check out locally on the server, but I can't do a 
commit because the group is set wrong and I don't have the proper group 
permissions.  Will CVSNT return this error if file group ownership is not 
correct for the repository? 

I'm still looking through the archives for messages like this but haven't 
found anything that appears to be relevant yet.
