[cvsnt] Windows Server 2003 service pack 1 install broke my cvsnt

Different!

If you grab a copy of Filemon from http://www.sysinternals.com/, run it,
then try this, Filemon should record the sequence of file accesses and
you should be able to see the file on which cvs is failing.  That may
give some more clues.

Just to check... what user is your CVSNT service running as?
