Confirmed!!!
I just checked the ViewCvs functions with my test server:
Client: Concurrent Versions System (CVSNT) 2.5.01 (Travis) Build 1990
Server: Concurrent Versions System (CVSNT) 2.5.01 (Travis) Build 1990

First I graphed a file successfully in ViewCvs, then I committed a
trivial change to it and tried again. This broke the CVSGraph feature.
My installation uses the cvs.exe file from the main CVSNT installation
(there is no other cvs.exe on my system).
